I have the honour to refer to your circular

telegram saving of 20th May, 1946, and to report to you

on the subject of the Development Committee which has isen

set up in this Colony in accordance with the terms of para-

graph 1 of your circular despatch of 12th November, 1945.

This Committee was set up in July, 1946, under

the acting chairmanship of Mr. T. M. Hazlerigg. C.B.E., M.C.,

Special Adviser, and the original membership was as follows:

Unofficial member of the Executive Council and the Chief Manager of the Hong Kong & Shanghai Banking Corpora- tion.

Unofficial member of the Legislative Council and

a prominent member of the Chinese community.

Unofficial member of the Urban Council and a partner in a local firm of solicitors.

Prominent member of the Chinese Chamber of Commerce with considerable experience of voluntary public service.

It had from the outset been intended that Dr.

G.A.C. Herklots, Secretary for Development, should be the

| Chairman of this Committes, and Mr. Hazlerigg's appointment

as Acting Chairman was for the period during which Dr. Herklots

was temporarily absent from the Colony. Dr. Herklots returned
